Sewer System Management Plan (SSMP)

The State Water Resources Control Board (SWRCB) adopted Order Number 2006-0003-DWQ, the Sanitary Sewer Systems Waste Discharge Requirements (WDRs), which requires all federal and state agencies, municipalities, counties, districts and other public entities that own or operate a wastewater collection system greater than one mile in length to develop and implement a system specific Sewer System Management Plan (SSMP).  The SSMP documents how an agency manages its wastewater collection system.

These regulations were developed due to a growing concern about the water quality impacts of sanitary sewer overflows, particularly those that cause beach closures or pose serious health and safety problems. The SSMP is intended to be a living document in which staff will conduct updates every five years to reflect current conditions and knowledge of the system and self audits every two years as required by the order.
